It depends on what state you live in. Many states do not issue any kind of permit, you simply fill out the form, lay down your money and get the gun, assuming that you meet the requirements. The federal requirement is that you are 18 to purchase a long gun and 21 to purchase a pistol. I believe that some states have all gun purchases at 21.
It would appear also that a few backward states require that you fill out a lot of paperwork and if you haven't made anybody mad and you have enough influence than you might get the required permit to execute your constitutional right. Freedom loving states will assure that you are not a convicted felon, have no history of drug abuse or mental illness and then they will let you make the purchase.

In California it is 18 to buy a long gun. Yo only have to be 18 to have a hand gun in your possesion but you have to be 21 to buy it.
