In the New Testament ,He indwells us permanately once we are Born Again(born of the spirit).In the O.T. the Holy Spirit(the Spirit of God ) would come "on" people to enable them to complete their tasks,such as Gideon,Samson and the like.When He was done ,He would depart.

The Holy Spirit worked in much the same way that He does today, only He was manifested in the cloud that hovered over the Tabernacle during the day and the pillar of fire by night. This cloud would lead them in the way wherein they should go. Of course, today, the Holy Spirit dwells with in us if we have accepted Christ as our Saviour and consecrate our lives to Him. The Holy Spirit lead the Israelites and He also convicted them. Ultiamtely He is the same, yesterday, today and forever.
He would also move upon certain people to do the task. King Saul who was the 1st king in Israel was anointed by the Spriit of God to be the captain over the people. He sinned and the spirit of God moved from Saul to David and Saul recieved an evil spirit of fear, and never obeyed the Lord from that point onward. Samuel and other prophets recieved the Spirit as the Lord Almight chose.

The Holy Spirit is referred to as God in the Old Testament. See Exodus 17,7 with Hebrews 3,7-9; Numbers 12,6 with 2 Peter 1,21; Psalm 78; 17,21 with Acts 7,51. It is also referred to as the Creator: Genesis 1,26,27 with Job 33.4.

The Spirit of the Lord in the Old Testament is consistant with the Holy Spirit in the New Testaament. He speaks of Messiah in both Testaments.

Isaiah 61:1
"The Spirit of the Lord GOD is upon me; because the LORD hath anointed me to preach good tidings unto the meek; he hath sent me to bind up the brokenhearted, to proclaim liberty to the captives, and the opening of the prison to them that are bound;"

He entered people, leading them to prophesy, minister, and to exhibit other spiritual giftings. At that time though, He rested upon one person at a time, so you'd have several prophets, but not all got the Spirit at once, unlike today, where that is possible.

I believe King David also had the Spirit, as he exclaimed "take not your Holy Spirit from me!" (sorry, I don't know the reference). Solomon may have had visitations from the Holy Spirit as he had a gift of spiritual wisdom to govern God's people.

In the old testament ... externally and temporarily.

In the new testament ... interiorly and hopefully, forever.

He inspired them to write God's word. He did miracles such as we see in Exodus. He gave people insight to seek Him. He spoke to them. Used them to prophesy, teach and worship.

Besides inspiring the prophets and worship? He moved men to do things they might not have meant to do (i.e., Saul).
