I have no idea, I've had a lot of treatment for depression, anxiety and panic attacks and I can honestly say I have never heard of this term. I would guess it is someone you fell safe to confide in who has a removed perspective on the issue, but that is just a guess.

Someone you can feel safe talking to or being around when you experience depression or anxiety. Stay away if you can from people or situations that make you feel this way.

Someone you don't know, or is not part of what is causing the depression who listens to you

someone u can talk to that you trust, a good friend. someone not depressed.

Probably someone who isn't self-destructive or suicidal.
