It looks like a vulture, not sure what kind though. If it was along the Potomac River, it's probably a repulican vulture, waiting for the democrats to croak.

Turkey Vulture : Cathartes aura. You can find them all over the US. Easy to identify because they are huge and will usually only be out when they can soar the thermals. They love hilly land.
Another way you can tell is their bald red head- keeps bad bacteria from getting stuck in their feathers (they eat dead or nearly dead prey)

That is a turkey vulture. You can go to this link below to learn more about them and see more pictures (there is one of a chick, too).
We have them down here (Texas) -- red bare heads and dark brown bodies. Their aren't any feathers on their heads so they don't get rotting meat sticking to the feathers on their head when they put their heads down into/eat dead animals. (I know, gross...nature's clean up crew)

Turkey Vulture, we have tons of them in PA, they like to eat dead animals along the road.

A Beautiful turkey vulture.
You can recognize them at a greater distance because they soar, don't flap, with their wings held slightly above the body, and wobble slightly as they soar.
