Take your bird to the vet immediately. Go to the after hours emergency vet if you have to.
Since you have noticed this, it is very sick. Birds are very good at hiding illness because they get picked on by other birds and shunned (chased away from the food) if they are sick.
Keep the heat lamp on the cage -- make sure it is a red or black one, not a regular light. That will keep it from sleeping and stress it out more. Try running the shower really hot and humidifying the bathroom, then (turn off shower) put cage in there for a while. The humidity may help him. Because it will be warm, you won't need the lamp. Be sure to check on him so it doesn't cool off too much.
Do not give medicine from the pet store. It will not be accurate in the dosage (dosages go according to weight) and most likely will do more to hurt him than help him. Give him foods you know he will eat that he really likes (birdie bread, warm oatmeal, etc.) and make sure he is actually eating and drinking and not just mouthing the food.
Handle him as little as possible because the more you handle him the more stressed he will get. Make sure that where his cage is is dark and quiet so that he can rest well. You can check on him every so often.

Well, it needs a good pellet diet, 10% fruits and veggies, 10% seed and for now chopped hard cooked egg for the extra nutrients and protein to fight disease. Vitamins must be used in conjuction with food. The diet above will make the liquid vitamins unnecessary. Eating a great diet is far better than liquid vitamins. Keep you bird hydrated with fresh apple. See a vet if you can. It may have a virus that a healthy immune system can fight. The only way to build a good immune system is through a great diet. well you shouldnt put anything else near by bird cause will make their body temper more hotter . you should move the heater fan away the bird right now if its youre so worrying about the bird caughting a cold then i will just put a big towel over the cage to keep the cold air out the cage and it will keep the bird warm over night . and you should take youre bird to the vet so check it out .

Listen - go to the vet or pet store now. They sell special medicine for parakeets.
My parakeets both DIED after looking like that for about two days. The vet said if I had gotten the medicine sooner they would have lived.

by the time birds show signs of being sick, they are very very sick (parakeets are prey items so they hide their illnesses well). So it needs to go to the vet ASAP.
