Because acting on hints is a good way of "testing the ground".
If you give hints, and these are returned, that means that the girl is probably interested, so you can move to the next step and declare your feelings.
Declaring your feelings without knowing the other person well could mean declaring yourself to someone who actually hates your guts, and/or making a fool out of yourself.
That's the way I act in my everyday life, at least. Don't make generalizations.

you're asking the wrong question. the question to ask is why don't people just flat out say that they like you instead of them giving you hints over and over again. the reason is that there is a very real chance of rejection involved, and no one wants that. so they do this irritating slow dance that frustrates everyone else, because they can see what's happening, but the main players in the dance seem oblivious to it. people often say "why on earth didn't you just tell him/her?" but when it's their turn, hello slow dance of vague hints.
people do this because it's safe for them to explore the possibility of a romantic dyad, but if you look at it practically, it's irritating bullshit.

Fear of rejection or maybe they want you to make the 1st move. They may also want to suss out how you feel. I like subtile hints tho, I think it's off putting when guys just spill tings out and it puts you in an awkward situation if you don't feel the same.
Just take the hint... if you feel the same start flirting.... it can be more fun than just straight out asking

Yeah..right...I guess I've been hanging around the wrong women then! Most of them I know like to play this little game where they like the 'bad boy' who acts like a jerk, but a nice guy they won't give the time of day! Or treat him like a brother and won't give him a chance.

I think hints are not good enough. When me and my man got together, we just talked and found out that we have been through the same crap with other people. So he just came right out and asked me out.

Most guys work o getting a girl to like them as a friend first. Then they paint themselves into a corner because they really like you as a friend, and if they ask you out, and you say no, then they've lost a friend.

because if you tell a pretty woman you love her, she will lose interest, because men always approach pretty women, and they say them words and its nothing to her, so treat 'em mean, keep 'em keen, works really well.
Also it is seen as a sign of weakness to some guys, and if a woman cheats on you after you say that to her, it knocks your confidence right down, and everyone knows you're vulnerable. Guys don't like to feel or look weak. its a guy thing
