My state tax refund form hasn't came in the mail yet and i already have my W-2 ready to go. Isn't there a website where i can download that form so i can get going with filing my tax refunds?

Most forms issued by any goverment entity are not going to be accessible online, due to security risks.

If you do not have the 1099-G by the 15th of February call your State Dept of Revenue. Contact the IRS at 1-800-829-1040 .
Did you Itemized your deductions last year and claim state income taxes as a deduction? if so then you need to wait for it.
If not you would not need the 1099-G as your state refund would not be taxable

If you have your state tax return from last year, you already know the amount of your return. 1099s are not submitted with a paper return and should not be needed to file on-line as long as you have the correct amount. At least that's what the Ohio Department of Taxation told me when I called last week.

As the answer above mine stated, unless you itemized deductions last year and claimed a deduction for state income taxes withheld, you don't need to claim the refund at all.
