My satellite company, Dish, doesn't offer local channels in HD, and so I can barely get them with my antenna, are there any ways that I can improve my signal?

Pointing to the correct direction is VERY important for HDTV off-the-air reception
Go to www.antennaweb.org type your address and you will find which antenna is best for you and the best way to point it.

Most HDTVs have also a signal-strength meter for digital signals. Use it to help you direct your antenna for best reception.

yeah, get cable.

I know around here Dish custmers attached thier HD antenna to the dih on thier roof.

Switch to Comcast, most local channels are in HD. ;-)
