When my husband first stands up he can't get his legs to move. Is this a circulation or muscle condition?

He is 53 years old and not obese. He sits at a desk most of the day.

I am 65 and have had this problem for many years. I have rheumatoid arthritis, osteoarthritis and severe spine problems. Once I get going, it's better but at first I'm frozen in place.
