File a report with the police and your insurance company.

Take the license number your trying to track down along with a copy of your ID to the dept in charge of title in your state. There you will need to fill out an application for vehicle information. you will need to have a legitimate reason for needing the owner info due to the fact that releasing this info is based on the freedom of information act and the drivers privacy protection act. If you have a legitimate reason the state will sell you the info. If the plate is an out of state plate you will need to contact the state the plate was issued in.

Do to recent federal laws banning anyone but police and or other officials from accessing motor vehicle records your only recourse is to forward the number to local police and let them track down the driver. Since it is now classed as a "hit and run" crime you stand a good chance of success. Good Luck

Only the cops and the insurance company can obtain this information. YOU can not.
