my girlfriend made only 4K and she only got 1 dollar back. what happened?

Is she a dependent of her parents or anyone? If you're a dependent, then you can only get the tax forgiveness if the person you are a dependent of is also eligible. And if she's a dependent and a full-time student, then she would not be eligible for tax forgiveness.

Othewise, with income of up to $6500, she should have been eligible for forgiveness. "Income" here would include other non-taxable income that she might have. If it looks like she should have gotten it and didn't, recheck the figures. I'm assuming that she had more than $1 deducted - that's the amount you said she got back.

If she looked in the table and saw 1.0 in the column for less than $6500 income, that's the multiplier, not the percent - she should have taken 1 times her whole withholding, and gotten it all back.

Did she owe back taxes? Does she have tax penalties? Perhaps, she was claimed as a dependent by someone else/a guardian. Anyway, I'm not an accountant; perhaps an accountant could explain the reasons in a better way.
