Some questions show more insight than others. If a question is being asked to get information and enlightenment, then it should be allowed, no matter how low on the scale it is. If a question is asked to aggravate people, it is inappropriate, even if it is "intelligent" on the surface.

A question is is not a thinking entity, therefore it cannot be either intelligent or stupid, this is a gross mis-use of the English language.
So, therefore, only the questioner can be stupid or not.
