How do I make them to stop doing that?

Yo jivesly, I said belly button not radio button. U got roaches in ur ears ?

Maybe they are trying to turn down the volume or find a cool radio station.

Like others have said - it's a way to soothe themselves as they fall asleep. I really wouldn't worry about and I definitely wouldn't try to stop them (unless they were actually hurting themselves and then you need to take them to a doctor). My youngest son had the weirdest habit when he was falling asleep: he'd spit (yes, spit!) on his pillow then rub the back of his hand in it while he sucked the thumb on the same hand. He was just a toddler so I just crossed my fingers and he grew out of the spitting part but for years he was very particular about the "feel" of his pillowcase (had to have the rough feel that old cotton pillowcases get). So - honestly - relax about a little one touching their belly button. It could definitely be a lot stranger. :o)

It is a soothing mechanism. Like rubbing a blanket on their nose, sucking a soother or finger.
My friends son does it and their Dr. told them that it was fine and not to worried about it.
Sorry I have no ideas on trying to stop it.

relaxes them i guess some kids play with there hair suck there thumb

seeings that their only little they probally dont know what masterbating means so the closet thing they can do is reach for their belly buttons!

thats the only thing i can think of
