Mine used to have the same problem and I got a consultation with a vet that does herbal and homeopathic treatment alongside regular veterinary care. I wasn't impressed with the homeopathic stuff at all, but the herbal treatment worked like a charm. My dog never had to have steroids again, which considering they can cause cushings syndrome was a relief.
Basically, I had to cut out all yeast and seaweed from his diet. (I'd been giving bob martins and kelp.)
Then I had to change his diet to a low allergy diet for one month. This was;
1 can sardines (60g) per 20 kg bodyweight per day, plus
1 tab spinach and 1 tab cooked carrot, plus
at least twice the volume of the fish as cooked rice, as much as he wants to eat.
Plus no dog treats, just raw carrot sticks.

I also had to remove any other potential allergens such as fleas, and his beanbag bed. He switched to newspaper and cotton sheets and towels in a plastic bed. I had to boil wash them once a week with no powder or fabric conditioner.
And I had to put down a cotton mat in front of the fire to keep him off the man made carpet.

After a month the redness and rash had gone and I switched him off the rice on to plain unbasted dog biscuit, and he stayed on that for the rest of his life without another attack.

Another thing was chlorophyll tablets, thats just basically green leafy veg if you find they're too expensive. Parsley is supposed to be very good.

personally I have no patience with anyone who cannot do something simple like give the dog a pill. How on earth do you manage his worming pill every 3 months? Stick with proper medication from the vet and ask him to show you how to give a pill to the dog. You don't need to take the dog to a vet every time it needs a pill. Just get a month's supply and go back for more on a repeat prescription. You can also get the vet to write a prescription which is free (by law it is free, they cannot charge and HAVE to give you a prescription if you ask for one) then take the prescription to a chemist and buy the meds there cheaper.
You only have to educate yourself so that you can do the best for the dog and your pocket.

You can try crushing the pill and putting it in a spoonful of yogurt, or pudding. If your JRT is like mine, he will gobble up most food without even tasting it! LOL

try anything, as this is awful for him. I know you can ask you vet for allergy shots.
