By having way too much withheld. So they gave the government a no-interest loan of that money for the year.

Anybody can get a big refund - just have more withheld than you owe. Request that an additional $1000 a month be withheld - that would be $12,000 for the year. Does that sound like a good deal?

First question - how much did they make and pay in? It might be that they overpaid a good portion of the taxes.

Second question - Did they own thier own business? There are a lot of legal write offs for owning a business?

Third question - How many dependents do they have?

Your question is too general for me to answer properly. However, those are a few clues.

They might have claimed '0' dependents on the W-4. I always do this, and I always get a good chunk back at the end of the year, even without having kids.

Sounds like they gave Uncle Sam an interest free loan.

Why do you assume that they cheated? Some people just over withhold.
