They really should. Apart from anything, they could follow the example of Canada and have a coffee house culture where kids can hang out instead of getting drunk and scary on the streets.

There should be, but they may do in the near future as there is a new development thingy in Salford (where I live) where they are doing Salford up, so Manchester & Middleton should be strongly affected too, & to make money it would make sense to open cafe's & shops a little later. xxx
