Someone I know is selling their car. I really would like to buy it. Right now I'm still learning to drive so I only have my permit.

Probably not legally if you're under 18, but if you pay cash and get a clean title, sure. Of course you can't drive it until you register it, and you cant register it without insurance in place, and now you're talking big money....

I don't know about Kentucky, but in general you can buy a car without a license. Buying a car is simply a financial transaction (unlike owning a gun, where you would need to be licensed).

Driving it is another matter, though.

Do first things first. It appears you are going to stay there for some time so first get the licence and then the car. A foreign licence is not valid in the USA any place. You can rent a car with an international licence but only for a short time.

If you have the cash up front, yes, but you won't be able to put it into your name until you are 18 and have a license.
