What an interesting question! Of course,the "right" answer is that wrong is wrong no matter what.....but history has shown us otherwise. In my opinion, I think that if enough people do something it justifies it in their minds at that moment in time. If the majority agrees then it will usually be justified legally as well. So, I have to say that justification is never a sure thing and can change over time........therefore, complete justification is an impossibility as perception, knowledge, and morals are always in flux.

No, except if the people are supreme court justices when they are deciding a court case. This is the only case that the majority is always right, because the law says so.
There is a difference between being justified and being spiritually right. For example, the overwhelming majority of the residents of an area may decide that they (do or) do not want a particular thing in their locale. This decision may in fact trample on the rights of other residents; meanwhile, the majority justifies their action by their sheer number. But we all know that it is spiritually wrong to encroach on another person, no matter how small (in size or number) the person may be!
Ask yourself these simple questions every time you are in doubt about any action: Is it true? Is it necessary? Is it kind? Invariably, you will be right if the answer to these questions is 'YES'.

Well, no. With religion a lot of people say that if God didn't existence and the Bible wasn't true, then why have people believed in it for 2000 years. That argument makes a huge assumption - if a lot of people believe in something it makes it true. It's like a rumor. I tell 3 people, then they each tell 3 people, and so on and so forth. Just because a lot of people hear and believe the same story doesn't mean the story is true.

It often does in historiography (the writing and study of history) and dogmatic formation ;)
But, in reality, in a universal moral sense, no. Would you believe that slavery is morally justified because it was a widespread practice throughout the world until the 19th century (and is still common in some places)?

depends on what it is, but society's ideas of right and wrong do seem to change under pressure of people's actions.
However, as you are asking this in the religion and spirituality section, I'd like to add that God's laws of truth and justice and love do not change. some of the details in the bible are culturally specific - we need to find out which is which.

It is up to You to know Right from Wrong.
The second coming is backwards. Only the innocent die and everyday there is hope, because without Hope there is no future. No signs or miracles. It is up to You to have FAITH! The church out of greed made its people go out and recruit new members for their religion and insist there religion is the right one. RELIGION has caused most Wars, Hatred, and Deaths!
