The paiting depicts several women in 19th century clothing in front of a lake (picnicing maybe?). There is also a man riding an old bicycle of a unicycle or something. I thought it was "Picnic by the Lake", but it isn't.

What you are descibing is Seurat's A Sunday on La Grande. I did not see a person on a bike.
Another picnic painting that I love is Manet's The Luncheon. However, no bike!
