EDIT: I'm stunned by the comments stating it is not biblical, the Vatican made it up, etc. Jesus Himself recognized ashes as a sign of repentance:

"Then began he to upbraid the cities wherein most of his mighty works were done, because they repented not: Woe unto thee, Chorazin! woe unto thee, Bethsaida! for if the mighty works, which were done in you, had been done in Tyre and Sidon, they would have repented long ago in sackcloth and ashes." -- Matthew 11:20-21

Yes they can, but they may need to go to a Catholic or Episcopal church to get their ashes. Ashes are from the palms from last year, and are blessed. Not every Christian church does the ashes on the forehead--but nearly every Christian church does have an Ash Wednesday service.

Whenever a question like this is asked, out come the anti-Catholic lobby having a go. If you are supposedly Christian you should bow your heads in shame.
Firstly, the tradition of placing a mark on one's forehead is in accordance with the Earliest Church Fathers, and this practise is adhered to by the Roman Catholic, Anglican and Orthodox Churches (why oh why do you keep singling out the RC Church?)
I don't see what is pointless about it, it is simply a reminder that our time on earth is limited, that we shall return to dust and that we should begin a period of self sacrifice in memory of Our Lord's retreat into the wilderness. Is that not Bible Based??????_

As a Christian, and the Lord directed me to do so, I would. If not, I wouldn't. I am not sure what Ash Wednesday is all about though, so I would have to understand the purpose of it first.

ANYBODY CAN. Just show up in what ever church does it on Ash Wednesday. The catholics do it, maybe the Episcopalians too.....

Yes. But if you're not Catholic you are asked to not receive communion at a Catholic church unless you share the beliefs of the Catholic Church.
