Yep. It's just communication like any other except without the use of a voice box or a pen and paper.
The ability to "hear" or "percieve' it varies greatly from individual to individual. Also the actual awareness of it greatly varies.
The aboriginal tribes particularly the Austrailian, for example
use it more than verbal communication. They actually assume that everyone else does too and find it hard to understand when the discover "civilized" folk have lost this ability in most cases.

In Christ safe mental telepathy is real. In cult activities, dangerous/ misleading telepathy can happen.
