Target's the best for this. I think you're referring to the dinner trays that are sectioned like school cafeteria trays? Target's the place to go. They have them in primary colors. They also have plastic flatware that is pretty durable and goes in the dishwasher just fine.

Look at Party City or Party Supermarket. You can find lots of different solid colors for little money. Also, try a place like Big Lots. You can get nice plates there for less than a dollar.
