Opera is a fantastic web browser, that is much more secure than MS internet explorer.
It has a voice option that will also read out web pages to you, if you choose. It is an extra small 10.5MB download. Both options are free to use.
You'll love browsing the web with Opera, it's customisable, like with the voice option and really easy. Also, Opera mini for most cell/mobile phones - free, but no voice option (yet).

in my xp i have pre-intsalled software from microsoft that does this, also i have a prog called "dragon naturaly speaking", they have just brought out a new version, its the most up to date speechware, however both need to create users speech files, hence training is needed, il also be very interrested in all others answers for my own benefit. good luck
