Ignore the person who says you don't have to tell a new company. It is a matter of disclosure, and a lie can be reason to deny a claim. The reason for the cancellation is considered when the new company decides whether or not to accept your application.

You don't have to tell another insurance company you were cancelled but is is better to not lie because they can find out. When they check the DMV and see how points you have on your record and what your past driving record has been it is not hard for them to figure it out. Now a day they use your credit score when giving a quote for car insurance. Hiding a bad driving record is something you cannot do anymore. It is all in the system and they are all connected so each insurance company has information that is recorded. You may get away with it for a little while but eventually everything catches up and it all comes out into the open.
Good Luck.

Yes. It's one of the question the new company will ask.

"Do you currently have insurance? Have you ever had insurance canceled?"

If you tell them no, they will find out anyway and probably drop you for not being truthful.
