The bible says in
IS 45:6 That they may know from the rising of the sun, and from the west, that there is none beside me. I am the LORD, and there is none else.
IS 45:7 I form the light, and create darkness: I make peace, and CREATE EVIL: I the LORD do all these things.
and in
Rev 6:15 And the kings of the earth, and the great men, and the rich men, and the chief captains, and the mighty men, and every bondman, and every free man, hid themselves in the dens and in the rocks of the mountains;
Rev 6:16 And said to the mountains and rocks, Fall on us, and hide us from the face of him that sitteth on the throne, and from the wrath of the Lamb:
Rev 6:17 For the great day of his WRATH is come; and who shall be able to stand?

In a way, both. Satan was a fallen angel, right? Who created the angels? God, right? So God created Satan, but Satan created evil when he rebelled against God (according to the legend). So I suppose you could say God created evil (Satan) or Satan created it via rebellion. Take your pick. You could make a fairly convincing case either way.

In ancient Jewish tradition Satan is simply an angel doing the work that God assigned to Satan to do.
The word Satan means challenger. With the idea of Satan challenging us, or tempting if you will. This description sees Satan as the angel who is the embodiment of man's challenges. This idea of Satan works closely with God as an integral part of Gods plan for us. His job is to make choosing good over evil enough of a challenge so that it becomes clear to us that there can be only one meaningful or logical choice.
Contrast this to Christianity, which sees Satan as God's opponent. In Jewish thought, the idea that there exists anything capable of setting itself up as God's opponent would be considered polytheistic or setting up the devil to be an equally powerful polarity to god or a demigod.
Oddly, proof for The Christian satan/devil mythology is supposedly found in the ancient Jewish texts that were borrowed to create the bible. One can’t help but wonder how Christians came up with such a fantastically different interpretation of Gods assistant Satan in their theology.
Other hints about Satan’s role in human relations can be seen if you look at the name Lucifer. It’s meaning in the original tongue translates as Light bearer or light bringer. Essentially the bringer of enlightenment. The temptations of the Satan idea bring all of us eventually into Gods light. Hardly the Evil entity of Christian mythology.

If one believes that G-d created everything, then one must also believe that G-d created evil.
According to Jewish belief, Ha-Satan is an angel who does as G-d commands.. he is not "evil" in and of himself. Seeing Satan as an evil entity is the Christian perspective.

God created mankind with a choice; mankind chose evil. God could have chose to create all of mankind good, but He created us with a freewill and let us choose what path we want to take.
