Possibly the shortest route to making a small umbrella would be to use a large, light shade on a broom handle.The hole in the top would be covered in a plastic bag, maybe.

Ofcourse you can. You can use wood, nylon fibre textile,a sewing machine,string, Look at the ones in peoples backyards to block the Sun.Or go to the backyard section of a furniture store or SEARS for ideas. You might as well just buy an umbrella and save yourself the trouble.

Of course you can - that's how umbrellas were made!
The easiest way to avoid the rain would be to sit inside a bin bag though.

Trash bags, wire coat hangers, and a broomstick would work. Don't forget the ubiquitous duct tape to hold it all together.
