well, when I look at men, I'm generally checking them out.
When I look at a woman, I either think "damn her, why is she so pretty?" or "ooh I love her top, where did she get it from?"

Um, they probably don't. It's just more socially acceptable to comment on other women than men. The whole range of things you can say with men are "He's ugly, he's cute. He looks like that actor from that movie. He looks like that weird kid from that class. That's a really nasty shirt." And that's about it.
With girls, there's more fodder-- their shoes, hair, walking style, makeup, etc.
Plus, if you do nothing but comment on how cute guys are, you sound like a skank. If you're just critiquing girls, you sound... well, girly.

Maybe it is you seeing that. I do not look at women more than men. Although I have never been a fashion woman, nor an envious woman. Being a woman, and watching my daughter, she stares at other women's clothing, hairstyle, etc.. to see if there is anything she might like to buy for herself, or change her hairstyle to..
