since he is chosen at his birth as the re-incarnated dali lama, what if he grew up to be a scumbag? or gay? what would buddists do? has this ever happened?

Well, in such an easy and simple case as becoming a serial killer - it's pretty obvious most Tibetan Buddhists would decide he wasn't the real deal. It would cause real problems though, in that community, and some would rationalize it as well.
