Life can exist without any oxegen completely. The same is true with oxygen as a gas. What we call Higher life, cannot exist without it. But single celled organisms can do very well without it.

Mammals have a hard time breathing when oxygen levels go below 13% Birds and lizards have a different lung structure and can go much lower that this, but I don't have the exact percentages for these animals.

Hi again, Kevin. Human life needs an absolute minimum of 8.5% oxygen to survive. It's interesting to note that in some large metropolitan areas, the oxygen level has been measured at just over 10% on bad days. That's kind of scary. Have a nice day.
