Basically I am looking for areas to retire in where I can buy land and build a nice home without being subject to property taxes on my land and home every year for the rest of my life.

I'm not aware of any. If they didn't impose property taxes they'd need some other means to run the business of government. That would be some other tax such as income taxes or sales taxes.

I haven't heard of any municipality that doesn't collect on property taxes. If you are interested in any county just google it.
For example Miami, Florida, you can check out:
miamidade.gov
They will let you know how they determine their property tax or AV tax.
