Try sanding the board first , then coat with sanding sealer. (Basically clear thinned shellac) Let it dry and use 3M spray adhesive following directions carefully . You may want clamp the finished work by putting a weight over the print - Use a sheet of wax paper over it and put weight on it ( a stack of books or another board the same size with weight on it ) When mounting the photo, make sure all air bubbles are removed using a clean rolling pin or a squeegie or even a sponge.

Make sure if you use spray adhesive like 3M that you spray BOTH the back of the paper and the board, let them dry and then attach them. After that, you could spray polyeurthene over it for a a permanant finish. I say spray becasue poly is hard to paint without streaks.
