As you may know, Helen Keller was passionate about everything she learned and discovered because she was deaf and blind from birth. When she "burst out" because of the awe of her discoveries, she was "neither sorrowful nor regretful".

You need to read the phrase in context to tell what she meant.
Before she learned to communicate Helen Keller had violent outbursts of temper, because she was frustrated that she could not communicate her needs any other way. If in this context she may mean that she had no remorse following her tantrums. but you really need the context to tell for sure.
