Is it not obvious you dialed the wrong number? Why do they want to have a conversation about it?

If I ask that question it is because I want to help the person who was calling.

If I dial a number and don't get the person I expect, it helps me to know whether I (1) dialed correctly but the number is wrong, in which case I shouldn't try that number again or (2) accidentally hit the wrong number on my phone, in which case I can dial the same number again, but more carefully this time.

It's just a case of doing for someone else what would be helpful for me.

They ask because people make mistakes dialing and THOUGHT they'd dialed the correct number. And, them asking puts it in a persons mind to be careful when dialing the number again. Asking what number a person dialed is NOT a conversation. Would you rather someone just hung up on you without saying anything when you asked for whomever you were calling?

Sometimes I don't want to identify myself to a stranger, yet am not sure if someone was intending to reach me. In that case, I will ask what number they tried to dial. I do not repeat my number back for no good reason.

No, usually what happens is that someone dialling a wrong number calls more than once so they can tell you what digit you're dialling wrong.
