If you have m/s Office, there's a great easy little program on there called Microsoft Photo Editor which is ideal for this job! Unlike all the other photo editing programs, it isn't a huge program so doesn't need to take ages to load up, and its as simple as pie to resize your image, therefore reducing it's filesize (Kbs)

For purposes of email or for use on a web page I use Picasa a free image utility available at http://picasa.google.com/ .

Copy the file to your computer and picasa will allow you to export the files at lower resolutions with a click of a button.

open with any good image editing software, and change resolution. Path to resolution change varies by program, some under edit menu, or crop.
