It sounds to me like you aren't getting enough fluids. When you're dehydrated, the skin on your arms, hands and face show it first. You don't have enough fluids to fill out the skin and it looks wrinkly...medically, it's called "tenting".

True, people usually do comment on things that they think are unusual but being unusual is not necessarily bad. People may not be commenting in the negative way that you think. In fact, I'm sure that you'll find as many people who find crinkly bits attractive as people who don't care for them.

They also could have picked up on the fact that you are uncomfortable when someone mentions them and so they do it as a joke. I'm sure it doesn't feel very funny to you.
I agree with the other suggestions for moisturizer or increasing your fluid intake - it wouldn't hurt to moisturize or drink more fluids. Remember though, comments don't always mean negative things AND negative comments don't always mean that you are the person that has the problem. Negative comments usually come from pretty screwed up people who you can't please no matter what you do - and they really aren't worth the effort.

It could be that your hands are just dry. My friend has naturally dry skin. YOu could possibly talk to a dermatologist and ask for certain creams to help this.
