It's a hydraulic coupler-- kind of like a overrunning clutch. It is a devise that ether allows or impedes the mechanical energy of the engine to the transmission so that the mechanical energy can flow on to the wheels. Today's converters are "lock-up style" that means at a set speed or parameter they lock-up and don't slip. They allow a "Stall" , so that when at a low rpm they allow the engines power not to transfer to the transmission so the car does not die in while coming to a stop,braking, and idling in any gear. They also allow the engine to rise to a level or rpm that would allow the engine to accelerate without being bogged down. basically all it is is a programed hydraulic clutch.

TC is a hydraulic device between the engine and the transmission (automatic only). It transfers torque from one to the other. Some have internal electronically controlled clutches that lock the converter in 4th gear to avoid slippage.

a torque converter is a fluid coupler, that in auto terms changes mechanichal rotation of the engine crankshaft to the hydraulic energy of the automatic trans. a very simple form of this is to take an electric fan like a box fan, turn it on. take another fan, that is not turned on, put it face to face to the 1 that is blowing. fan #2 starts to turn, being driven by the air off of fan#1. the air inside the torque converter is actually fluid, driveing another turbine fan. this gives you an idea of whats going on inside there.
