It's used by windows to page (swap) memory in and out to disk, that way you can run programs that use more memory than you have.
You can't delete it when windows is running because it's in use and, if you delete it when windows isn't running, Windows will recreate it when it starts.

This file gets created by Windows whenever you start the machine and the purpose of this file is how Windows handles virtual memory using demand paging. Demand paging is essentially a way that the operating system can substitute space on the hard disk for actual RAM. This is accomplished by the Memory Management Unit (MMU) on the CPU. Memory is broken up into small chunks called page frames.

DO NOT DELETE IT! It's used for the pagefile on your HDD.
