ask, "would you like to dance"
if they say no, then turn to their friend, get down on one knee, and ask her to dance with you, only say "may I have the honor of this dance"
so really there are two ways. You can always keep it simple (just the fact that you're asking a girl to dance is awesome), but I find it cute when a guy does something special.
don't be shy
and make sure she's not looking for a specific other person
if you see a girl standing on the side not dancing, then go up to her and ask her

Go up to her with a smile, hold out your hand, and ask.."Would you like to dance?" Just be confident

Approach her and say..."Would you like to go to the dance with me?"

or u can show her what a good dancer u r by dancing near her with someone else, then ask her.
or............just ask her

Wear stilts so she thinks you're tall. Then she'll probably ask you to dance.

just go up tp her and ask her in a NICE way, say something like i dont know that much so if i mess up will u teach me?
