If your only income is SS income it's tax free. If you have other income SOME of your SS income may be taxable. Normally that doesn't kick in until you are making a fair amount of money.

The whole idea is that some people earn significant income in retirement and should pay their fair share of the total cost of running the counrty.

because it is still income. you recieve benefits of living in the us, so you have to pay taxes like everyone else.
