Jasc Paint Shop Pro9 tutorial please?

Looking for a good tutorial to make photos "pop out" of a frame.

I still use Paint Shop Pro 8, but the Jasic site has a forum that you can join free and there are people on it that can help you with anything as they spend all of their time doing photography. I got one girl to help me with an animation and I still can't do the darn things like she could.
