is there any computer programs that lets u design your own birthday party invites. please help

Sure there is but why not just cup and paste design your own
Maybe aload of adds from paper in colums and insert your invite in middle and circle in red.

i made my own last year for an 'oscars' party. copy a picture of a film star for internet, use word art to make it look like they've signed the pic to the recipient, copy a pic of a film they starred in then on the other side of the paper/card write actual party details and acceptance slip

There's quite a lot of appropriate stuff in MS Word's WordArt such as champagne bottles and the like.
