If she earned less than $5,150 in W2 wages she won't owe any Federal income tax at all. She should file to get a refund of any income taxes withheld.

She will owe no federal income tax if she earned less than $5K, so if she had any withheld, she's get it refunded to her.

Yes...probably. She still gets the standard deduction, which wipes out her income so whatever FIT she had withheld should come back.
