You might try Paintshop Pro. You can download versions of it at http://www.oldversion.com , I prefer version seven because it's fast. Later versions have a few more features but they change the way it looks and feels and they're slower.

Also, have a look at ArtRage, which lets you draw and paint similar to using real paints and brushes. http://www.artrage.com/

theres a test version of photoshop, use google to find the exact link (i have never looked into using it) ms paint is good too :)
