It appears to be a technique of soft focus plus high key. You would soften the focus around the non critical areas(keep the eyes, mouth sharp) and then add the effect of slightly over exposing the image.

This is all done post processing - for film, in a darkroom when the print is being put on paper and for digital in a program like photoshop or paint shop pro.

Well, first of all, they both are very poor images. The first one is a little better, even though the crop is horrid, but they are both out of focus.

The second has red eye, and is blown out from the direct flash. The highlights look unrecoverable.

Just import the file into Photoshop, adjust the levels with the sliders, bring up the mid range, blow away the highlights, and blast up the contrast until you lose 90% of the detail. Maybe add some diffuse glow for the super flashed look. Then add some yellow in color adjustment.

The real question is why you would want your pictures to look like this? This ain't art, just poor photography.
