I don't know about a full course, but there is a site called transparent language that will e-mail you a word of the day and use it in a sentence. Just a bonus in your quest! Best of luck!

I have a better idea, get hold of the Michel Tomas language course available from Amazon, it's amazing and so easy.

Try Mexico, Spain or any South American country (except Brazil - they speak Portuguese)
A better question would've been "How can the millions of illegal aliens in this country learn English?"
