I believe she takes the definition of the word thought in a different connotation. Popularly, thought is something expressed in words through logical thought based on the interpretation through communication (verbal and written) and the five senses (mainly through hearing and seeing).

However, Helen Keller was deprived of sight and sound. In addition, she was also unable to talk. However, since she was extremely intelligent, she was able to overcome these deficits.

Whenever, she felt a certain emotion, she was unable to expresses because she could not speak and was not able to read for a long period of time due to her lack of sight. She was also cut off from verbal communication because she was deaf. Thus, she was not taught the meaning of words. She realized later (when she could read and write) that just because she did not know the existence of words, what she felt was a thought just the same even if it was not put into words. As you can see, a thought is just something the human mind conceives through one's interpretation of one's environment and since Helen was still capable of feeling, she was still able to have thought. Words just help in organizing thought in an orderly manner
