Get a vocal coach. Most music stores offer music lessons, including singing lessons, or if they don't offer lessons themselves they can tell you who does. If you are a beginner, do one half-hour lesson per week. Practice at least one hour every day if you want to build up your skills.

Also, it is easier to learn to sing if you also learn to play an instrument at the same time. If you want to sing in theatre or in church, learn to play the piano. If you want to sing in a band, learn to play the guitar. As you practice your instrument the part of your brain that controls music grows faster, and your singing will improve at the same time.

ADDITIONAL INFORMATION, TWO DAYS LATER:
When I say "music stores" I mean stores that sell musical instruments. Stores that sell CDs are unlikely to offer what you're looking for. But stores that sell pianos, guitars, etc. often have small rooms which teachers rent to give lessons. Just ask at the register. If the store you go to first doesn't offer such lessons, the employees will probably be able to tell you who does. Don't be shy about asking, that's what the employees are paid for.

The first best thing you can do, or that anybody can do, to learn how to sing is to sing. Sing with groups. Sing in school. Sing in church. Sing in the car. Sing in the shower. Sing to CDs. Sing to TV videos. Sing all the time.

The second best thing is to give up the idea that you cant sing now but that you will somday in the future. Give up the idea that some time tomorrow you'll be able to sing if you can just "learn" how. That idea fixed in your mind will do more to stop you or discourage you than any other idea you could have.

Finally, the 3rd best idea is to start telling people that you're a singer. It doesnt matter if you really are or not, but when other people start thinking of you and relating to you AS a singer, or as someone who IS a singer, all your personal efforts to "learn" to sing will accelerate the results. Take my word for it: It's magick.

This is just my opinion from my own experience. If you have a lovely voice, get singing lessons. But if, like me, you have a mediocre voice, then voice lessons are a waste of money because they will never make your voice beautiful. At least they did me no good at all.
