If the second HD is an internal drive, format the drive and use Explorer to copy the files over.

If it's an external HD, plug it in and use Explorer to copy the files over.

If you're seeking to make a HD backup, some of the external models come with software that allows you to back up at the press of a button.

Open Windows Explorer, look for the two hard drives and drag & drop the files from one to the other.

You can move your programs from one Hard drive to another But they will not work after, you see windows needs to know ware they are in order to run them and if you move them willy nilly like copy and past it will not work,

the only way to move them is to reinstall them onto the second hard drive

if you want to move your files from one HDD to another, simply copy and paste, cut and paste or drag and drop. but if you are trying to move programmes form one HDD to another then your will have to use a software because that requires to edit registry entries. however you can cut or copy and paste or drag and drop programmes as well, but then the programmes will not work, since they are, unlike files and folders, installed programmes.
