I don't know. I understand he does things perfectly the first time, or for that matter, as perfectly as possible, what with us humans and our capabilities to think for ourselves.
But that's just my opinion.

From our limited perspective, God does sometimes seem to change His mind. When the city of Nineveh repented as a result of Jonah's preaching, for example, the Bible says that God "had compassion and did not bring upon them the destruction he had threatened" (Jonah 3:10).
But that's only part of the picture. The Bible tells us that God is perfect and all-knowing, and even when He apparently changes His mind, He is actually carrying out what He intended to do all along. He knows what is going to happen; nothing on earth ever surprises Him. The Bible says, "I the Lord do not change" (Malachi 3:6). It also reminds us that "Nothing in all creation is hidden from God's sight" (Hebrews 4:13).
What difference does this make? For one thing, it tells us that we can trust God for our eternal salvation. If God was constantly changing His mind, might He not change His mind about us? Might He decide to save us one day, and then reject us the next? But God isn't like that! He has promised us that if we have put our faith and trust in Jesus Christ for our salvation, then nothing "will be able to separate us from the love of God that is in Christ Jesus our Lord" (Romans 8:39).
It also means we can trust God with our lives right now. God loves us, and He has a plan for our lives. No matter what we face in life, He is with us and will never abandon us. Thank God for His unchanging love!

God is the same yesterday, today, and forever. What do you believe He changes his mind about?
There are some examples in the Bible where God was pretty mad, for example Sodom and Gommorah, He was going to destroy and was asked, "But Lord, if there be a hundred good people to be found there, will you repent of this and not do it?"
And God said yes. Then He was asked, how about if there is 50 good people there? He said okay. How about if there be 10 good people there? God said, yes I will repent of it, and not do it.
But there wasn't ten to be found. Those cities were really, really bad - but if you read about them, they are no worse than most of the major cities in our world today - hmmm...interesting.
So, yes, God has given thought to not doing things with intercession from someone. There are a noteworthy amount of examples. But, overall, as far as Gods plan for this earth age, no He said he will not repent of it, neither will He turn back from it.

If you go by the writings in the books holy to Christianity & Judaism yes it's deity appears to change it's mind quite often. There are many instances that come off as quite contradictory.
However, it is best to remember what you have is a book written by many different authors who perceived things in vastly different ways. To some, the deity may be loving, to some it may be vengeful and harsh. No two people will ever quite exactly agree on anything because no one is exactly alike. Hence, contradictions arise.

God is All-Knowing and beyond time, but human beings are given free will. If human beings act in certain ways contrary to the Will of God, then God can change His decisions accordingly.

if you do, so what if, one moment he thinks your arm should be located at the side of your body and then, the next moment, he changes his mind that your arm should located at the back of your head?
of course, he doesnt. in islam, as mentioned in the quran surah yaseen, upon allah's orders, everything would be done.

there is one instance in the Bible where He did,
in genesis, God wanted to kill all the Israelites, and Moses, argued with him and He changed His mind.

According to the bible - he was a jerk in the old testament but then after he had kids - in the new testament - he got a lot nicer.
