You can give speech to inform and stimulate at the same time. For example, there is one problem that every city in the USA has. The problem is keeping a clean, safe environment. There are simple, inexpensive ways to do this. Pointing out the simple and inexpensive ways will inform and stimulate listeners. This being an intelligent question, I assume that you know how to do this.

I'm going on a limb here, but I think the phrase "I love you" can be either informative, stimulative or both at the same time.
Informative like a mother to her child.
Stimulative like a man to a women he just wants to have sex with.
Both between lovers.
